EPISODE INTRODUCTION

Enrollment has become one of the most urgent and complex challenges facing charter schools today. Shifting demographics, increased school choice, and evolving family behavior have fundamentally changed how schools attract, engage, and enroll students — and many traditional enrollment approaches are no longer working.

On this episode of The Charter School Insider Podcast, host Daniel Casselli, President at BuyQ, is joined by Yoni Samuel‑Siegel, Founder and Principal of Enrollment Design Studio, to break down three major enrollment trends impacting charter schools nationwide. Drawing on more than twenty years of experience as a teacher, nonprofit leader, and charter school COO, Yoni explains how the enrollment landscape has shifted, why enrollment can no longer be treated as seasonal work, and what charter school leaders can do to respond strategically.

This conversation offers practical guidance for charter school CEOs, COOs, and operations leaders who are responsible for enrollment outcomes, financial sustainability, and building systems that support long‑term organizational health in a more competitive market.

EPISODE SUMMARY

Charter school enrollment has shifted due to changing family behavior, expanded school choice, and increased competition for students. In this episode, Yoni Samuel‑Siegel outlines three major enrollment trends: enrollment becoming a buyer’s market, the need for year‑round enrollment systems, and families prioritizing differentiation over absolute academic achievement. This episode is especially relevant for charter school executives and operations leaders responsible for enrollment strategy, budgeting, and sustainable growth.

EPISODE TAKEAWAYS

  • Charter school enrollment is now a buyer’s market, with families holding more leverage and choice.

  • Families are submitting fewer applications and taking longer to commit, requiring stronger engagement strategies.

  • Enrollment must be treated as year‑round operational work, not a seasonal campaign.

  • Clear differentiation matters more than claiming academic excellence alone.

  • Schools that define and consistently communicate what makes them unique are better positioned to convert interest into enrollment.

KEY DISCUSSION TOPICS

  • Why charter school enrollment has shifted into a buyer’s market for families

  • How family application behavior has changed over time

  • Treating enrollment as a year‑round operational priority rather than seasonal work

  • Building enrollment infrastructure instead of reacting to short‑term declines

  • Why differentiation matters more than academic achievement alone

  • How schools can clarify and communicate what makes them truly unique

  • The role of COOs and operations leaders in enrollment strategy

WHY THIS MATTERS FOR CHARTER SCHOOL LEADERS

Enrollment drives nearly every operational decision a charter school makes — from staffing and budgeting to facilities and long‑term planning. As competition for students increases, schools that rely on outdated or seasonal enrollment practices face growing financial and operational risk. This episode helps charter school leaders understand the systemic shifts behind enrollment challenges and offers a framework for building sustainable, year‑round enrollment systems that improve predictability, family experience, and organizational stability.

EPISODE FAQs

What are the biggest enrollment trends affecting charter schools today?
The biggest trends include enrollment becoming a buyer’s market, families delaying application decisions, and increased demand for differentiation beyond academic performance.

Why is enrollment now considered a buyer’s market?
Families have more school options and greater confidence that seats are available, making them more selective and less urgent in applying.

Why should enrollment be treated as year‑round work?
Family awareness, decision‑making, and engagement happen continuously, not just during application season. Year‑round systems reduce last‑minute enrollment gaps.

What does differentiation mean for charter schools?
Differentiation means clearly articulating what makes a school unique, such as specific programs, experiences, or culture — not relying solely on test scores.

How can COOs support enrollment strategy effectively?
COOs can design calendars, systems, and infrastructure that align enrollment, marketing, and operations into a cohesive year‑round strategy..
